319 containerize igniter

Summary of PR goals.
Created a new and dockerized igniter GUI

How to test?

• clone https://github.com/nasa-itc/deployment
• cd deployment
• checkout deployment repo to 319-containerize-igniter
• run docker build -t ivvitc/nos3-64:igniter . (don't forget the dot at the end)
• In nos3 repo, change DBOX tag in scripts/env.sh to :igniter instead of :20251107
• run make prep
• mess around with the new igniter

Submodule PRs and actions prior to closing this:

• [nasa/nos3#319] Add Igniter Deps nasa-itc/deployment#27

Known Issues:

• Creating a new mission under a separate name that uses the same spacecraft configs will overwrite the spacecraft configs, not create new ones.
