SMV v.sdv-2019-10-23-pre

Pre-release of SMV built out of this branch. Note that some debugging features (such as .i file generation) are disabled.

To use, place the "bin" folder into [SDV root]\smv. For example, C:\Program Files (x86)\Windows Kits\10\Tools\sdv\smv
