May also reconsider adding type check back to pre-commit witht his as it is fast

I don't think we should swap. mypy / pyright and ty have different goals when it comes to correctness, and, more importantly, we want to make sure our code type checks correctly no matter what type checker our users use, so it should pass with mypy and pyright. We could think about adding ty to the testing pipeline though.
