Matomo tracking - Option to force cookieless

Currently we cant force cookieless, so we need to add an option for this.

Also while we're picking around in this... Replace the deprecated dependency with something simple.

It is worth mentioning that Plausible tracking is cookieless by default. Or rather... Plausible has a cookieless approach to tracking from the beginning.
