Implement running tests without requiring Go

Go has a poor portability as is broken on some platforms (with little hope of ever getting fixed).
This is a C-based project, it is desirable to be able to run tests on all platforms where C17 is supported.

This is too much work to maintain. I am inclined to rely on the official test suite for verification.

Isn’t there any option in C/C++? Tbh this is the first time when I see tests requiring Go for a toml parser and second overall (boringssl uses go for tests).
