ShotCaller Voice Encryption Fix

This branch contains the voice overhaul changes from PR bwmarrin#1593 that fix:
- Discord voice connection 'Unknown encryption mode' error (close code 4016)
- Modern encryption mode negotiation (aead_aes256_gcm_rtpsize, aead_xchacha20_poly1305_rtpsize)
- Improved voice connection stability
- Resolves Speaker 2 connection failures in ShotCaller bot
