Submission limit improvements

Two possible ideas:

• Set the default submission limit to +1hr from "now" when opening the room creation page
• Quick buttons to add small units of time:
  • [-1D][-1H][+1H][+1D] [Current date input]
  • -1H $("#close_date").valueAsNumber -= 60 * 1000
